Also, the US budget for direct healthcare spending is over 2T, more than 2x the “defense” budget. Like, I get the message of the comic, but it’s not exactly true that healthcare is underfunded.
Medicare and Medicaid set their own prices and providers get direct payments from those programs, so shrug. There’s a reason Medicare is the blueprint for single payer (M4A).

Is that spending actually on healthcare, or is it really extorted by an invisible state of ‘healthcare industries’ that sell an aspirin for $100?
“Healthcare” CEOs are certainly not underfunded. But you don’t have to look far to find healthcare programs that are.
