idk, slightly strange. But IDK if we have all the details yet. my understanding is that he shot into a van owned by ICE/Labelled ICE. I can imagine he may have thought there were ICE agents inside. I haven’t heard of any evidence that the the rounds were fabricated with false evidence.

I hate putting the tin foil hat on, but if he killed only detainees and wrote “anti-ice” maybe he meant he’s the anti-ice as in they detain people and deport them, but he kills them.
Or, unfortunately the more likely scenario, he was an awful shot and missed the officers he was aiming at, killed detainees and then killed himself because of it.

If we are throwing out baseless theories, how about:
He was blackmailed/leveraged to make the false flag. He lost his nerve and pulled his shots, accidentally killed the wrong people, then killed himself.
My favorite baseless theory is that ice had already killed him, shot him accidentally while arresting him because they thought he wasn’t white enough. Then they placed his body on the roof across from their facility. An Ice agent shot 3 detainees and hastily wrote anti-ice on a bullet before “Investigating the scene.”
That’s depressingly plausible. Not likely, but more plausible than a lot of shit being thrown around.
