It really just isn’t possible for most ooffice buildings. Think about how many bathrooms/kitchenettes are on a floor of any office building. You would have to likely double or triple that number to convert to housing, which is an absolutely insane and expensive prospect that would require gutting the entire building and resoing the entire plumbing and electric systems. It’s chraper to jist tear the fuckers down and build something made for condos/apartments.

I think most space faring civilizations would orient themselves to the the local system they are in. Same way that maps of Manhattan are always rotated 29 degrees so the avenues are running up and down the page. Out in interstellar space i think a ship would orient to the galactic plane just for the ease of navigation. It’s a lot easier for the navigator to plot a course if the ship is already oriented to their maps, e en if the computer does a lot automatically.
But I don’t think mamy ships would spend much time hanging out in interstellar space. There is just way too much nothingness coupled with a shit ton of radiation since you are no longer being protected by local solar wind
Edit: this is all assuming FTL travel. I think the expanse probably does thing things closest to reality with the bulky skyscraper shaped ships that creat artificial gravity from acceleration. They don’t have much in the way to really orient to anything since “up” is the direction of travel.

The galaxy is about 100 times wider than it is tall, so if i am bump into someone while we are both crossing a sector, we will likely be on a similar plane, even if we are likely at wildley different “eleveations” . On top of that, being close enough to a ship to make visual contact with a really good telescope (say 20,000km) requires a conscious effort when talking about galactic scales.
Venus and Neptune are the only round objects that are rotating in different directions in our solar systems. The angular momentum of the proto-planetary disc is preserved in all the bodies with enough mass to preserve said angular momentum following a collision. So every solar system has an inherently “up” and “down” to it’s planetary disc with nearly all the major bodies in said system rotating in a similar fashion.

All languages are stupid. Japanese has 3 different scripts, with the kanji having made up characters that don’t even mean anything. Chinese has a coherent grammatically poem where every word is just shi making “Buffalo buffalo buffalo Buffalo buffalo” look like child’s play. Romance languages felt it necessary to give every noun a gender that you have to memorize, and German decided that wasn’t complicated enough so they added a third gender. Welsh and Gaelic use the latin alphabet, but just made up their own rules so the language doesn’t sound anything at all the way it looks to other languages that use the Latin alphabet.
All languages are messy and illogical since they evolve over time to accommodate the needs of the speakers at any given time, and then you end up with weird holdovers that no longer make sense, but that’s just how things are done so we keep doing it that way. Artificial languages have been created to maintain a logic, but no one uses them, and if they were adopted universally they would lose that logic as people use the languages in ways that were never intended.

Tokyo, Seoul, Jakarta, and Osaka all do fine without blowing massive amounts if the municipal budget on military gear for their police departments. The NYPD "officially’ had a 2022 budget over $5billion with aroind 36,000 officers. That’s comparable to the entire military budget of Romania. Hell, the NYPD has field offices in 6 foreign countries.

Both are admittedly more expensive than the Marcos 2 doors down from me, and i am not factoring in delivery charges, but not by much and certainly cheaper than what the OP posted here. I might also be lucky because my small college town has a piza shop for nearly ever 1000 residents, so they have to really compete with each other which keeps prices down, and the national chains really struggle against the better local options.
