He did follow through, then Republicans undid it. While Trump is doing a bunch of illegal stuff to follow through on his promises, the president isn’t supposed to have unilateral power.
Working with split house/senate, Biden used every lever he had to forgive student debt. If you saw him fall short, then your issue is with the republican party, not Biden.

With rapidly detorirating set of political norms, it’s hard to know what will/won’t happen.

Also, we’ve seen the supreme court doing all sorts of crazy things that no one expected (they basically made up facts for overturning roe v wade).
