The key word there is “dictator”, not “communist”.
Seems to me that’s the emphasis she gave it too. Her point was that Trump is a tyrant, not that he is a communist.

No, we called the USSR communist. After the USSR dissolved in 1991, Russia became an independent country, the Russian Federation, with a different political and economic system.
A better comparison would be China, who does claim to be communist—yet has next to zero to do with actual communism (‘socialist’ market economy mixed with authoritarianism)
Authoritarianism and communism/socialism are two different things.
