Pretty sure that’s called fraud.
It’s very common. When I was looking for an apartment they wanted a $75 fee before even showing me the apartment. O told them I work too hard for my money to give it away like that.
Not the requiring money to apply. That’s bullshit not it’s not itself fraud. Literally admitting that you were charging people for something that was a lie is the definition of fraud.
Economists HATE this one trick!
