She could have been here legally on a student or other type of temporary visa, and looking to stay permanently. Or, she could have come here in a visa, complying with the laws, only to have the government yank that visa and make her illegal after the fact. Not that it matters, the immigration courts here have been calling people into immigration court to cancel their ongoing applications, only to release them to ICE, waiting outside the courthouse door. So the status of her paperwork isn’t actually an issue. If the government wants you gone, they will get you gone, one way or the other.
The only real protection is US citizenship: and even that may not be enough if the masked ICE goon decides your proof is “fake” and confiscates it. At least citizens do have a better chance of getting out of detention, but first their lawyer has to find them, in a detention system specifically designed to lose people.
