I’ve run into the issue a few times in the past when buying an “unlocked” Pixel from Amazon that was carrier unlocked, but the bootloader was still not unlockable. A “carrier unlocked” phone allows you to use the phone on any carrier, but doesn’t always guarantee an unlockable bootloader.
